That's normal, and it's on us for not warning you better. Chrome only reads the new configuration when it opens.
Close Google Chrome completely — every window — and open it again. Then use the PCP shortcut on the desktop.
It happens because the installer has no digital signature yet. Signing requires a company registration, which the Institute is still opening. Until then, Windows cannot tell whose file it is, so it warns you.
You don't have to take our word for it. Verify the file is ours: in Command Prompt, inside the download folder,
certutil -hashfile PCP-Instalador.exe SHA256
The result must be exactly this:

There is a way out, and it goes through your account — the authority the child doesn't have.
Go to My account → Blocks and set a new PIN. Then, in the extension, use “I forgot the PIN” and paste the sync code generated on the site.
We don't ask for the old PIN. Whoever signed in has already proven who they are.
The extension fetches the list on its own every 15 minutes. To apply it right away: open the PCP panel on the child's computer and reload the YouTube page.
If it persists, check in My account whether that computer appears in the list of connected devices.
It is your right and the path exists: My account → Delete my account. Everything goes with it — sessions, social logins, devices and reports. There is no undo.
Can't sign in anymore? Write to the e-mail below, from the registered address, and we'll delete it.
Blocking runs in Chrome on the computer, where the extension lives. This site, with your lists, PIN and report, works normally on the phone.
We don't promise what we don't deliver: today we do not block the YouTube app on the phone.
